The Qur'an is intended to be practiced, not just read, even though it is eloquent. If you only read it fluently, then it's no different from the wicked Arabs. For example, just reading fluently: Someone reads this verse with correct tajwid and makhraj, but never prays or pays zakat. Practiced (practiced): A person reads this verse, then performs the five daily prayers devoutly and pays zakat according to religious regulations
